The third domain of the VERA-2R entails indicators related to someone’s past and capacities.

This domain is relevant to an individual’s ability to plan and carry out a violent extremist attack. Although recent events have shown that a dedicated person may only require everyday possessions such as a car and a knife, specific training with explosives or extremist indoctrination remain salient to the identification of risks pertinent to an individual. Other indicators are previous violent behaviour, access to funding and resources as well as to close relatives or peers involved in violent extremism.
